The Local Government (Scotland) Act 1889 created district committees to undertake council responsibilities in local areas, primarily in relation to highways and public health. Their participants were county councillors and representatives of a number of neighbouring parish and burgh councils.

The Langholm district committee of the Dumfriesshire County Council was chaired by Robert Moffat, justice of the peace and a merchant in nearby Rowanburn, Canonbie. The Langholm town council and parish council were represented by John Cairns and Thomas Gaskell respectively.

The road surveyor for the committee was James Burnet, son of James Burnet senior (1826-1898), a prominent architect in the area in his time.

1915 business consisted primarily of reviewing and authorising, postponing or declining recommendations for road repairs.
